| Content of financial investment review

(1) Review the authenticity, accuracy, completeness, and timeliness of the project budget and final settlement;

(2) Review of compliance with project basic construction procedures and implementation of basic construction management systems; (3) Compliance review of project bidding procedures, bidding methods, bidding documents, various contracts, etc; (4) Reasonability and accuracy review of various payments for engineering construction; (5) Review the use and management of financial funds for the project, as well as the collection and disbursement of supporting funds; (6) Review of government procurement situation for the project; (7) Review of the implementation status of project budget and major design changes and claims that occurred during the project implementation process; (8) Implement the management and construction status review of proxy construction projects; (9) Review of the completion and operation status or benefits of the project; (10) Approval review of financial special fund arrangement projects, feasibility study reports, investment estimates, and preliminary design estimates; (11) Conduct special inspections and track the effectiveness of the use of fiscal funds. | The way financial investments are reviewed

| Financial investment review procedures
The financial department chooses to determine the evaluation (or verification, the same below) of the project, and issues the entrusted review document to the project competent department and the financial investment review institution
The project competent department shall notify the project construction (or construction agent, the same below) unit to cooperate with the evaluation work
The financial investment review institution shall implement the review according to the entrusted review documents and relevant regulations, form preliminary review opinions, and fully communicate with the project construction unit
The project construction unit will sign written feedback on the review opinions
The financial investment evaluation institution shall submit the evaluation report to the financial department entrusted with the evaluation task
The financial department shall examine and approve (approve and transfer) the evaluation reports submitted by the financial investment evaluation institutions, and make a decision on the handling of the evaluation opinions together with the relevant departments
The project competent department shall urge the project construction unit to implement and rectify in accordance with the approval (approval transfer) documents and processing decisions of the financial department
